Nothing to do with TDs.

Since people still aren't grasping this, measuring is when the chain gang runs onto the field. It has historically not been particularly controversial except when it has occasionally involved an index card.

Spotting is where all the controversy has come from, which has nothing to do with this rule.

Yep. I guarantee if the Chiefs would do it a couple times successfully in the SB that the NFL would ban it in the offseason
