So what type of punishment should the Bills be facing here?
The entire situation with Benford being in concussion protocol was kept very close to the vest by Buffalo. It wasn't even known if he'd cleared before reports were out that he'd flown to KC.
It was exceptionally clear that Benford was still concussed. The hit he took to his helmet wasn't particularly vicious, but the man was literally incapacitated. Had to be carted off, helped into the locker room.
This dude had ZERO business suiting up for Buffalo, and whoever cleared him should be thoroughly investigated.

Yeah how did he ever clear ankle protocol? Clearly they rushed him back before he was ready to play.

He's fine. He wasn't dead very long. Everyone we got a heartbeat within 5 minutes didn't experience any mental decline or any other issues. No long term damage.

There should be an investigation. We expect at some point that a player will have a injury to a knee, shoulder etc. It's a violent game.
But, we don't want to see what we all saw. A player with his brain scrambled. And a team put him back in harms way. There is no chance in hell he really passed all the tests before they were playing him. Of course he wanted to play in the AFCCG. We are suppose to be protecting the players from themselfs. It most definitely failed this time.
