I have no idea what you're talking about regarding "look generally clueless." Did the camera catch him looking some way that you felt was "clueless"? Regardless, how the **** could you possibly know what was going through his head? I'd like to think we're better than this as fans, but we clearly are not.
Well, he ran the offense the first three years. The on field product, play calling, running back substitution patterns (or lack thereof - he tried to run Roundtree into the ground & gave Badie very few carries given how good he was & then did the same thing to Badie the next season & is now underplaying Peat from what I can see), inability to work the middle of the field, penalties, & game management blunders all play into it.
As far as Horn playing goes, all I'm telling you is I get where fans were coming from - it's very easy to bag on them now that Cook's played a couple good games. Things looked very different a short time ago. Let's also remember Drink started the wrong QB initially in 2020 (remember Shawn Robinson - Bazelak as bad as he was, was a much better player).
It's all an extension of his mindset. Yes the man does not know how to run an effective division 1-a offense & looked generally clueless as I said many times during his tenure & there are numerous examples, some of which I have listed here.
I think his strength might be as CEO for lack of a better term like Pinkel ran his program. He can clearly recruit. He might be good at hiring assistants. Baker's working. I think Wilks would have had he stayed given the improvement the defense showed the second half of the season he was here & this OC....IDK really yet but it's clearly an improvement.

Hopefully that’s not a sign of things to come for the rest of this day.
Charleston is getting picked on.
