Galadriel doesn't control Sauron or his actions. Sauron is the reason why bad things happened in the Third Age, not Galadriel. Sauron is named the Deciever for a good reason. You don't blame someone for being conned by a conman, end of the day its the conman who is the bad one.
As far as the rings go in the show, this is roughly what happened in the books: Sauron taught things to Celebrimbor that helped him to make the Elven rings, but Sauron wasn't present for their making and thus had no control over them as he did for the other rings.

It's not Gandalf. Gandalf didn't come until the third age. It's either Alatar or Pallando, and that is given away by the fact that they are travelling to Rhun.
Adding one of the blue wizards to the story is a great idea, as very very little was written about them, so the show's writers will have free license to make up interesting stories as they wish. [Reply]

Hopefully. But they way they hinted at it, I'm afraid they are trying to shoehorn Gandalf into this era. The Stranger used exactly the same phrase that Gandalf uses in LoTR. [Reply]

I started rewatching after the finale as I wanted to see any foreshadowing I missed regarding Halbrand. In one of the early episodes I believe it was the Elf King tells Elrond that they sent Galadriel back to the undying lands because they had foreseen that she may fan the flames of the very evil she is seeking to destroy. Which is exactly what happens. So yes Galadriel is largely responsible for all of this.
Regarding the rings I think they had to make them in order to be able to have the elves stay in Middle Earth. Plus I believe they were seduced by the power of the rings to a certain extent.
