You do realize that due to the traffic conditions and construction zone, they could have bumped this up to a reckless driving charge if they felt it was appropriate, and that is a misdemeanor, right?
In some states, being distracted in a construction/school zone is a misdemeanor, going 15 MPH over is a misdemeanor, tailgating is a misdemeanor, not signing a ticket is a misdemeanor, and so on. They can and will arrest you for not complying with lawful orders.
