He didn't have it easy in N.O. That team was the Detroit Lions before he got there and he turned them into a perennial contender.
He also had Brees who was at worst the third best QB on that list behind Rodgers and Warner and even then he might be higher. Plus he had Brees in his prime. He would be getting Wilson who is on a decline. Huge difference in your comparisons.

I have to imagine that the thinking behind Payton would be that he will remain the coach long after Wilson is gone. Wilson is a sunk cost at this point, wasting resources trying to fix him is foolish, unless the solution to fixing him also helps the team after he is gone.
