I think recent events throughout the country have lent some credence to the validity of general deterrence as a valuable element in any overall law enforcement model. As things have become decriminalized, we've seen rises in instances of same (as well as the brazenness of those instances).
That said, when it comes to gang-related shootings, I'm not sure general deterrence does much. [Reply]
Whatever this was I don’t believe it was something planned. If that suspect intended to be there and stake out for something would have been dressed in Chiefs stuff. Unless for some reason as a gang member he was obligated to be in uniform.
