I'm not even sure that he should be returning punts period. He doesn't have experience with it, and it's the one way Hardman actually has added value.
Moore is a day 1 legitimate WR, Hardman is still a gadget/returner type in year 4. If Moore needs to make improvements at WR to get on the field, then just allow him to focus on that.

The first two were just preseason games. The Raiders game is the "get right" game. SF was the pre-get right game. The offense was expected to get worse before it gets better. Everything has gone exactly according to plan.
