Literally you go to any teams fan reports and you will hear the same about rooks and new guys. Rarely does it carry over for all but a few into the regular season. George Paton was VP of player personnel for the Vikings in 2015. Typically in a front office set up, that means he reports to the GM everything he and his scouts tell him about dudes currently in the NFL (including on their own team) and if they might want to pursue them via trade/FA/etc.
Kirk Cousins was a free agent in 2018. He signed a bonkers 3-year deal with a shit ton of guaranteed money that was expected but still mildly scoffed at by the NFL.
He signed yet ANOTHER lucrative 3 year extension with similar high levels of guaranteed money.
Both occurred while Paton was the dude in the front office in charge of that kind of thing. Pro player personnel scouting.
