It is what it is... they could still be much improved, yet fall to 3rd or 4th in this division.
It's like a complete 180 of what the NFC East did in 2020. The Redskins won the division and advanced to the playoffs... they were 7-9. Yes, they were first in their division, but they were far from being a true top 12 team that season. Same could likely be said for whichever team falls 4th in the AFCW this year.
