Managers, valets, tag teams, and stables have been a thing since the 1950s in wrestling for a reason. Saying Dom doesn't have the same heat without Rhea or the Judgement Day as a whole really isn't the gotcha you think it is, it's just common sense if you've watched wrestling for any amount of time, and I'm a bit baffled you thought that was worth bringing up twice. And I am baffled at why you think Dom has any real heat....
Valets and Managers don't really compare to the point you are trying to make....you actually make more sense with the Stable argument....making the comparison of DX. But even in that group...making Dom the equal of XPac would make my point.
When DX broke up...Hunter and Shawn Michael still had heat on their own. Even Road Dogg and Billy Gun could get heat.
