Unless you have a source that says the marketing for TLJ was some disgusting number in HUGE excess of Rogue One, it has been by far a more successful film financially.

I would say Disney is MORE than satisfied. They were probably hoping it would fall between Rogue one and TFA and it has, quite effortlessly.

Disney doesn’t receive 100% of the Box Office receipts. They received 65% the initial 4 weeks and at this point, about $377 million in the pipeline, which barely covers the production cost and marketing.
Also, do you actually believe that Disney will receive those funds immediately?
TFA: 300 million budget, 2 billion earnings, 1.7 billion profit
Rogue One: 200 million budget, 1 billion earnings, 800 million profit
TLJ: 200 million budget, 1.3 billion earnings and counting, 1.1 billion profit
Marketing was roughly equal for all three of these films, I'm guessing. If anything Rogue One was marketed MORE since it wasn't a saga film.
I bet Disney is just horrified they made a billion dollars in profit, even accounting for marketing and percentage, which is a wash when compared to every other film in the market.
