Barkley or Chubb. Personally, I think Barkley would do a whole lot more for them as he would elevate that below average line and average QB to something of a respectable, and at times, dangerous offense.

Donko's D is already decent and yes, Chubb would make them better, but he isn't going to improve that defense as much as Barkley would improve their O, IMHO.
