The Watch Podcast interviewed Gilroy and they're a really good listen.
The way Gilroy tells it is Disney has Andor on the books. Gilroy hears about the plot and writes a letter to Disney that says fuck you you need to do it like this. He thought it would get shitcanned because it was a major change from what they had planned, but felt he needed to write it because he was passionate about Rogue One.
Well they hired him.
Moral of the story, they were going to make a crappy version, probably without a scene with the gravity of, "You didn't kill Anakin...I did." and corresponding fight scene. Probably just Diego Luna doing inexpicable dumb shit.
