If the nicest thing you can say about a receiver is he blocks relatively well, that's a really shitty WR that shouldn't be rostered.
For WR 7 yes, it seems it is enough to keep him over a head case that is always injured and a guy who is limited in the route tree options and doesn't offer as much on special teams.
I would bet this was influenced by Toub. Moore contributes on ST on defense and can return in a pinch.
