I need some advice from you guys (SR) on shoes that look good with khaki shorts and a polo. I would normally wear some nice leather sandals but I need something a little more formal than that and preferably something that would work with no show socks...but no socks at all would work too. I'd like to spend considerably less than $100 because they wont get worn very often.
The word "formal" should not be anywhere near "shorts and a polo".

I'd look at some classic (simple) Van's or similar style:

I just discovered that Nike makes a shoe in the same mold, called the SP:

What kind of tie should I wear with a bold striped shirt?

For some reason I've never liked boat shoes, but those look like the love child of a boat shoe and a sneaker.

As long as the colors match and the stripes in the shirt don't match the stripes in the tie, I don't think there are many rules.

I just meant more formal than anything that will show my feet. Those Vans in the first pic aren't bad, although they do kind of resemble bowling shoes. I was kind of wanting something leather but maybe that wouldn't look right with khaki shorts and a polo? I'm clueless with this kind of shit.

Would Sperry's work or are those out of style now? Probably couldn't wear socks with them though...

I thought they looked more like two-tone bucks, which are "dressier" summer shoes, but I see your point.

I think the look of exposed socks is out regardless of the shoe.

Vans makes the best no-show sock.
