As long as the colors match and the stripes in the shirt don't match the stripes in the tie, I don't think there are many rules.

I just meant more formal than anything that will show my feet. Those Vans in the first pic aren't bad, although they do kind of resemble bowling shoes. I was kind of wanting something leather but maybe that wouldn't look right with khaki shorts and a polo? I'm clueless with this kind of shit.
