TL;DR, his concern was at a 2, and now it's a 4 (out of 10). Still probably not a huge deal, but there are some concerning possibilities. Overall, though, he thinks it all gets pled down to misdemeanors, he misses a couple of games, and he writes some massive checks to those he injured.

Pretty sure I heard on ESPN radio a couple weeks ago that Goodell has already said that he's not going to address Rice's case until after the criminal proceedings. [Reply]
The NFL is not expected to put Rashee Rice on paid leave via placement on the commissioner’s exempt list. The league is expected to make a decision about a possible suspension of Rice once the legal process plays out, source says, leaving him eligible to play in the meantime.
